Grants and incentives give boost to local entertainment scene

THE local entertainment scene is currently undergoing a revival following two years of the pandemic. Thanks to various initiatives devised by the Ministry of Communications and Multimedia Malaysia (K-KOMM) and implemented by the National Film Development Corporation Malaysia (FINAS), filmmakers and creatives have gained access to valuable funding that has helped the raise the quality of their productions and encouraged the creation of more jobs, as Malaysia seeks to attract more foreign investment in the local film and television production industry.

Grants and incentives

One of the clearest ways that local filmmakers have received support from the government is through incentive funds and grants that are part of initiatives under K-KOMM, and channeled through FINAS.

One of the most prominent grants which has yielded results is the Digital Content Grant (DKD). From 2017 until June this year, an allocation totalling RM180.8 million made its way to industry players who received the DKD offer, to incentivise them to produce local works of various genres.

Among the recipients of this grant were the producers of the current number one film in Malaysia, Mat Kilau: Kebangkitan Pahlawan, which reportedly received a production grant of RM1.5 million and marketing fund of RM300,000.

The success of the film, which raked in over RM53 million during its first two weeks in theatres across Malaysia, Singapore and Brunei, has been hailed as a sign that the government’s policies have been successful at encouraging local filmmakers to produce quality works which can penetrate both the local and international markets.

Other benefits to local filmmakers include the Feature Film Screening Incentive (ITFC), which is the government’s way of easing the burden of companies which have to pay entertainment taxes to state governments, and enable them to continue attracting audiences to the cinema.

FINAS CEO Prof Dr Md Nasir Ibrahim said in a news report that, as of last month, nearly RM400,000 in incentives had already been distributed to 10 selected local production companies. In total, RM25 million has been allocated to help filmmakers, which will be distributed over the course of five years, from 2021 to 2025.

Film In Malaysia Incentive (FIMI)

Another K-KOMM-led initiative which has proven to be a success has been the Film In Malaysia Incentive (FIMI), which provides an additional financial incentive for the production of creative content within Malaysia, including a 30% cash rebate on qualifying productions, whether Malaysian or international. There is also an additional 5% rebate for international productions with ‘cultural test elements’, where the production house mentions or credits Malaysia, whether through the dialogue or onscreen.

To qualify, foreign film production companies must use Malaysia for location filming and/ or post-production, and co-productions with a Malaysian film producer must be majority foreign-owned. In addition, the minimum cost of film production - including post-production - must be at least RM5 million, and all of the expenditure must be spent on the Malaysian market.

The aim of the initiative is to encourage support for the Malaysian content production industry, and is intended to showcase Malaysia’s ability to become a preferred destination and film production hub.

In May this year, a Malaysian delegation led by K-KOMM and FINAS, together with 13 local film production companies, participated in the Marche Du Film, the largest international gathering of professionals in the film industry, in Cannes, France.

Originally aiming for a sales target of RM50 million in foreign investment, the delegation ended up securing a total of RM158.7 million in closed sales and potential investments from international studios and production houses that included Warner Brothers, Sony Pictures, BBC and Netflix.

The initiative’s overwhelming success this year proves that Malaysia has what it takes to draw in and accommodate productions of a higher calibre. FINAS hopes to be able to match the achievements at Marche Du Film during later excursions to other international gatherings at the American Film Market (AFM) and the Asian TV Forum & Market (ATF) later this year.

According to Communications and Multimedia Minister Tan Sri Annuar Musa, the initiative has brought countless benefits to the local economy, aside from enriching the local film and television production industry.

He said: “From 2013 to 2021, FINAS (through FIMI) has successfully brought in around RM4 billion in investments thanks to various international projects which have chosen to base a portion of their productions in Malaysia. This includes films such as Crazy Rich Asians, Kuu Kuu Harajuku, 6 Underground and the Disney+ television series The Mandalorian.”

Embracing technology

K-KOMM has also challenged the local creative industry to embrace the digital and technological revolution, and FINAS is hoping to answer the call through its Extended Reality (XR) Project. An application for RM8 million in funds to build the necessary facilities has been made to the Economic Planning Unit (EPU) and the Ministry of Finance, in order to take local film and video production capabilities to the next level.

XR technology utilises a combination of Virtual Reality, Augmented Reality and Mixed Reality and allows filmmakers to experiment with both special and digital effects. Under this project, FINAS has earmarked the Sound Stage in FINAS Hulu Kelang for implementation, and will allow production companies to reduce overall production costs in the long-term - including the rental of locations and props - as almost all effects will be able to be done virtually.

Among the advantaged: XR technology allows for special effects including backgrounds and landscapes to be projected directly onto an LED screen, and for more realistic lighting effects on actors and props, eliminating the glare from green screens.

In addition, improved XR technology would allow for film production to continue in situations where they would previously have had to be halted, whether due to time constraints, inclement weather conditions or in unexpected situations such as a global pandemic, as seen recently when most film productions were forced to shut down.

Proposal to cut entertainment tax

One of the entertainment industry’s long-standing issues has been the high tax (25%) imposed on creatives by state governments, which has been said to impede the growth of the local arts and film scene. K-KOMM has taken the initiative to intercede directly with local authorities in order to seek out a reduction in the amount of taxes paid.

K-KOMM Deputy Minister Datuk Zahidi Zainul Abidin told local media: “If the local authority imposes a very high entertainment tax, it will hamper the development of the film industry, and its quality.”

He added that that the government gave its full support to industry players to increase the number of local works, as well as increase the income of creative industry players.

Cybersecurity for Kids: It’s Never Too Early To Begin

While the internet exposes children to a world beyond their normal reach, helping them develop their minds and imaginations, it also has its drawbacks due to the adult content that is also available.

Nevertheless, CyberSecurity Malaysia, a body under the Ministry of Communications and Multimedia Malaysia, has consistently promoted the building of a safe internet environment for children.

Its CEO, Datuk Dr Amirudin Abdul Wahab, said since 2010, CyberSecurity Malaysia in collaboration with the various agencies such as the Internet Society Malaysia, National Council of Women’s Organisations of Malaysia, Digi Telecommunications, Google, Malaysia Digital Economy Corporation, and Malaysian Communications and Multimedia Commission, among others, ministries, and NGOs, have celebrated Safer Internet Day Malaysia Edition.

“Programmes and activities have been organised by CyberSecurity Malaysia together with these strategic partners who embrace the cybersecurity and internet safety agenda in Malaysia,” he told theSun.

One of the programmes, known as the National ICT Security Discourse -- CyberSAFE Challenge Trophy or NICTSeD for short is Malaysia’s first national cybersecurity school discourse initiated and organised annually by CyberSecurity Malaysia, in collaboration with the Ministry of Education Malaysia (MOE).

Since its inception in 2013, Amirudin said the programme had successfully achieved its goal as a method to disseminate knowledge on cyber security in ways that are interesting for students and teachers.

“The main objective of this programme is to encourage the creative and critical thinking of participants as they discuss today’s global internet and technological issues and identify ways to mitigate online risk and challenges. And in the process, teachers and students become smart and ethical Internet users.

“The National Cyber Ethics Initiatives (NCEI) is another programme that is developed as a coordinated effort to promote an appropriate and responsible use of technology to develop self-monitoring habits that sustain and improve digital communities.

“The National Cyber Security Awareness Module (MKKSN) is a learning and teaching initiative on cybersecurity that has been developed jointly by the Educational Resource and Technology Division (BSTP), MOE and CyberSecurity Malaysia.,” Amirudin said.

He said it is based on a study known as the National Cyber Security Awareness Baseline Studies, conducted by CyberSecurity Malaysia in collaboration with MOE to identify the level of cyber safety awareness among primary and secondary school students throughout Malaysia.

Additionally, Amirudin said CyberSecurity Malaysia also conducts awareness talks known as Cyber Security Awareness Talk (CSAT) to various age groups and demographics, such as school children, college and university students and the private and government sector.

“These awareness talks are conducted nationwide and include Sabah, Sarawak and the Federal Territory of Labuan. Application for talks can be made through CSAT’s online reservation platform at https://ift.tt/58xTmKa.

“In addition, there is also the collaboration with local media through public service announcements aimed at delivering positive messages on cyber security and the general well-being of the internet.

“As of December 2021, more than 30 cyber security messages were published daily. They covered issues such as scams, cyber-parenting tips, fake news, cyber sexual grooming, cyber-stalking, cyberbullying as well as several videos implemented in collaboration with CyberSAFE strategic partners on adolescents and children in cyberspace,” he said.

Amirudin said the initiatives have been able to help disseminate information to society and help the public understand the importance and deliver messages regarding current cybersecurity issues, apart from sharing best practices on computer and internet ethics, especially with identified target groups.

“There was also an increase in the number of requests for CyberSecurity Malaysia to conduct cybersecurity awareness talks around Malaysia every year. The demand to develop activities and programmes has led to increased understanding in various sectors of cyber security. This has helped reduce the risk of becoming victims of cybercrime,” he said.

Furthermore, Amirudin said the National Baseline Study on the level of Cyber Security Awareness Among School Children and Parents 2021/2022 was another project conducted by CyberSecurity Malaysia under the 12th Malaysia Plan.

The study was meant to identify school children’s level of awareness of cybersecurity components such as cyberbullying, identity theft and hacking, and analyse the level of awareness and control measures put in place by parents regarding cyber security threats. It also provided correlational analyses between cyber awareness and cyberattacks.

“This study covers the technological aspects of cybersecurity and Internet use involving school students. A total of 16,908 respondents comprising 13,953 school children, including special education students, and 2,955 parents, participated in the study from November 16 to December 3 last year.

“Before the study commenced, several briefing sessions were conducted with schoolteachers throughout the country, involving the purpose and procedures of the study. All school students who participated have accessed the online survey questions provided via the Ministry of Education’s DELIMa digital learning platform,” Amirudin said.

Moreover, he stressed that the initiatives were extremely important as children are particularly at risk because they often use the computer unsupervised, and are more likely than toddlers to participate in online discussions regarding companionship, relationships, or sexual activity.

“We want children to understand that their behaviour and actions online will also impact them as well as their friends and families offline. Therefore, they must learn to be responsible and ethical when going online to avoid being harmed or causing harm to others. Effective cyber parenting will assist children to grow up as good netizens,” he said.

As for plans to further enhance cybersecurity for minors, Amirudin said the Cyber Parenting Modules and Early Childhood Development for Preschoolers Module are to be taken as a prerequisite for owners and educational practitioners before opening kindergarten institutions.

“Cyber Security Awareness for Educators is a two-day, hands-on training and certification programme that provides the essential know-how that focuses on the human aspect of cyber security, enabling educators to develop and implement an effective security awareness programme for their students.

“Additionally, there will be follow-ups on the Anti-Cyberbullying Act as it is just as important as the reports which have been made by victims. It addresses what necessary counselling or rehabilitation measures have been made for the perpetrator,” he said.

MSU Community outreach week

Management and Science University (MSU) has launched the MSU Community Outreach Week 2022 here recently.

Officiating the launch on July 1 at the MSU Chancellor Hall on campus in Shah Alam Section 13 was MSU President and MSU Foundation Chairman Professor Tan Sri Dato’ Wira Dr Mohd Shukri Ab Yajid.

Supporting the Sustainable Development Goals (SDGs) 1 for No Poverty, 2 for Zero Hunger, 11 for Sustainable Cities and Communities, and 17 for Partnerships for the Goals, the community engagement effort aiming to aid the less fortunate fosters the Giving and Grateful (2G) culture among MSUrians.

A total of 200 families across the states of Malaysia as well as communities in Bangalore, India and Jakarta, Indonesia shall be receiving a cash aid of RM100 and an MSU box containing daily provisions to the tune of RM150. The donations start today until July 9

A hundred MSU boxes will be delivered by event organizer MSU Student and Career Development (SCD) Department with the three faculties and four schools of Management and Science University (MSU) – the Faculty of Business Management and Professional Studies (FBMP), the Faculty of Information Sciences and Engineering (FISE), the Faculty of Health and Life Sciences (FHLS), the International Medical School (IMS), the School of Pharmacy (SPH), the School of Education and Social Sciences (SESS), and the School of Hospitality and Creative Arts (SHCA).

Eighty boxes will be delivered by the MSU Learning Centre KL Sentral and the ten branches of MSU College nationwide – Shah Alam, Sungai Petani, Pulau Pinang, Ipoh, Terengganu, Kota Bharu, Johor Bharu, Seremban, Sabah, and Sarawak.

Twenty boxes are going out to Bangalore and Jakarta; respectively delivered by MSU International Medical School (IMS) offshore campus and Jakarta Global University (JGU).

Upon interest to join the real estate industry, the company will provide a full range of training courses, as well as the 5-day express commission payment, and under the company’s plan to actively expand overseas markets, it will definitely provide young people with more choices and cross-border employment opportunities.

Chong also pointed out that the company has been keeping up with economic and social dynamics, which has now gradually evolved into a team training model, aimed to let the team embodies a smooth coordination sales model and use mutual assistance and promotion to close the first deal within a week. “I believe that anyone can become a real estate consultant with hard work and dedication,” said Chong.

Apart from that, First Global Group will launch two major plans this year: the “Dare to Challenge Program” and the “Special Collaboration System”. The first plan is that those who can accumulate specific sales performance within three months will receive higher commissions; while the latter plan is to let new partners earn their first pot of gold with zero commitment to further encourage the frontline teams.

Chong from Sabah, East Malaysia, came to Kuala Lumpur at the age of 17. After obtaining a double degree in Business Management and Corporate Finance, she followed in her father’s footsteps and joined a real estate company, which has opened her splendid career since then. TikTok empowers SME Growth

TikTok Shop, the e-commerce solution from the leading destination for short-form mobile videos, TikTok, is encouraging more local brands to stand out in today's competitive marketplace through creative representation of their products via TikTok Shop in conjunction with Micro-, Small and Medium Enterprises (MSME) Day.

Celebrated on 27 June annually, MSME Day focuses on unlocking the “power of small“ and acknowledges SMEs’ potential to contribute to the nation’s economy. In 2020, amidst the challenges brought on by the pandemic, Malaysian SMEs have contributed to 38% of the local GDP with an added value of more than RM500 million.

Since TikTok Shop reached Malaysian shores earlier this year, SMEs of all types and sizes have been able to utilise TikTok Shop to expand their growth and reach their full potential. Sellers such as toy giant, Vivo Malaysia, waterdaddy_oe, watermummy_oe and bospami who were participants in previous TikTok Shop campaigns, can testify to the effectiveness of TikTok Shop, which can be seen in this video here.

Through TikTok Shop's unique shoppertainment approach, these sellers were able to entertain their audiences through a combination of shoppable videos and livestreaming - allowing them to capture a larger customer base and increase their sales for greater growth.

Boosting SME Growth Step by Step

Other TikTok Shop stories of growth include Zucca, a ladieswear brand that saw a Gross Merchandise Value (GMV) increase of RM200,000 from a previous seller campaign. Gary Ng, co-founder of Zucca shares that TikTok Shop was able to simplify the buying process for their customers that ultimately benefitted small companies such as theirs.

“We do not need to incur much cost as we can use our mobile phones to livestream without any hassle. Registering to become a seller is also an easy process without restrictions - one only needs to meet the requirements set by TikTok Shop and can begin selling without too much fuss. Through TikTok Shop, we can interact with our customers and receive direct feedback from them so we can identify their needs. Therefore, we are able to solve their problems immediately - we appreciate tapping onto this platform and look forward to growing more with TikTok Shop,“ he shares.

Gdeal, a company selling an array of fashion and household items saw a 2000% increase in GMV growth in May 2022 compared to just the two months before in March after participating in a seller campaign.

Gdeal director Tim Teoh shares, “When we knew that TikTok was going to introduce a live broadcast and e-commerce shop feature, we were excited and created many videos to gain fans. Through constant exploration and experimentation, we slowly grew our audience base to the 66,000 followers that we have now ,“ Tim shares. “At the beginning of the live broadcast, the response was not as expected but we did not give up and kept trying. With more live broadcasts, our fan base also began to increase. When fans have confidence in our shop, our sales also started to grow. The TikTok Shop system is stable too and makes our operation smooth - our customers also love TikTok Shop vouchers!”

Ben Wing, CEO of beauty and skincare store Treeskin Beauty, one of the pioneering sellers on TikTok Shop Malaysia has also seen vast growth, taking the lead in the beauty segment on TikTok Shop locally. While he was not familiar with livestreaming at first, he was supported by the TikTok Shop team who guided him throughout the entire process - which led to him exceeding RM100,000 in sales within the first month.

“It took only 12 days for live broadcast sales to increase by 932%. With more short videos and livestreams, Treeskin Beauty was able to hit our sales peaks on TikTok Shop. TikTok Shop has a very comprehensive system, which includes account managers to support merchants and TikTok Shop Partners (TSP) to help. I believe that in TikTok Shop, even if you are just a novice, as long as you persevere, you will be able to achieve success.”

A PAWsome good time

This year, Sunway Malls is bringing PAW Patrol Rescue Knights to life with fun activities and even more PAW-some adventures! Beginning with Sunway Pyramid this June, the campaign will continue in other Sunway Malls across Malaysia throughout the rest of 2022.

Along with their families, children can experience our version of Barkingburg Castle like never before. Making its first stop at Sunway Pyramid first from 23 June to 11 July, shoppers can then continue with their mission with the pups in different months until November in other Sunway Malls as well. The interactive castle playground, which takes centre stage in the Orange concourse will include a spiral climber, two-lane slide, rope climbing, a rock climber, a tic-tac-toe play panel and a castle rooftop for a bird’s eye view of the space. Little ones can also unleash their creativity with their best poses and props to get an unforgettable picture together with a visual of Sparks, the friendly dragon.

Several interactive activities are also in place for shoppers and their families to enjoy - and redeem a limited-edition PAW Patrol sticker sheet while they are at it. These include the memory game Matching Pairs; marksmanship game Shooting with Hoops; Knock the Tower by kicking a ball to topple frozen cans; photo station The Bone in the Stone; and a firefighting mission with Marshall’s Junior Firefighter Test. In addition to redeeming the sticker sheets, shoppers stand to win limited edition PAW Patrol merchandise as well.*

A Sunway eMall section filled with PAW Patrol merchandise will also be on display for fans and shoppers who can make purchases.
